Your telegram No. 33 Saving of December 22nd,

Ministry of Foreign Affairs inform me that they are

in general agreement with the attitude which you have

instructed Sir Miles Lampson to adopt in your telegram

37s No. 174 (Tour) to him. Thoy say that you will realise that their position in the treaty negotiations with the

Chinese Government is not as advanced as ours.

As you

know their attitude has always been that abandonment of

extraterritorial privileges is only possible subject to mutual consent and adequate guarantees, and by stages.

2. They attach importance to the letter addressed

by Dr. Sze to the President of the Council of the League

of Nations on October 24th in which the Chinese Government

declares its intention of observing its treaty obligations. They think that use might be made of this argument.

3. They are at once telegraphing to French Minister in Peking to consult with Sir Miles Lampson respecting

the possibility of the adoption of a similar attitude to his and also with the Italian, Japanese and United States

representatives. Their representatives in Rome, Tokyo

and Washington are also being instructed to urge to

Governments to which they are accredited to send similar

instructions
